Gambling Industry Watches as Canadian Regulators Tighten the Reins

05 November 2026

Under stringent new rules, Canada's gambling industry is overhauling how online casinos market incentives like no-deposit bonuses and free spins to protect players from inducements that might lead to problem gambling.

Southern Ontario regulators implemented guidelines in 2022 when the iGaming market opened. The Alcohol and Gaming Commission of Ontario, or AGCO, barred casinos from advertising bonuses in the public domain. Promotions can only be made on the operator's site, or targeted ads sent directly to consenting players. Only in those controlled channels can casinos mention inducements, bonuses, and special offers.

The Toughness of Ontario's Rules Drives No-Deposit Bonuses Underground

For players, this move drove no-deposit signup bonuses out of plain sight. They're still available, but require registering first. Once logged in, players may see some offers, but these usually have catchy names and dollar figures scrubbed. Anyone looking for a clever promo before laying down cash is disappointed.

Marketing materials must declare all major conditions and limitations at first sight, too. And watch out: An offer can't call itself "free" or "risk-free" if your own money is on the line, or woven into the prize's qualification.

These restrictions are spreading. Alberta's preparing to open a competitive iGaming market, and so far, its rulebook matches Ontario's bonus restrictions: Private channels or nudge-consent is the path forward. Offshore casinos, not restricted by provincial protections, are a primary source of where no-deposit offers for Canadians originate these days.

Despite all the obstruction, gambling advocates point out, at least there are still bonuses. Casino sites display common bonuses alongside other features, highlighting that each bonus in Ontario must meet specific regulations. Meanwhile, a Canadian Casino Terms and Conditions guide notes that bonuses here limit the maximum amount you can win, especially no-deposit offers where max cash-outs are typically CAD $50-$100.

Standards are only getting more strict. "Canada’s Gaming Advertising Rules Are Tightening," a 2026 article analyzes the five pillars of a voluntary national framework, including strict inducement rules.

GlobeNewswire's 2025 release, "Free Spins No Deposit Bonus Casino Canada," saw regulations asking bonus casinos to log promotions and performance in real time, and to make that data available to players. This closure of the gap between promise and delivery effectively caps the multiplier of wagering requirements, setting rules that allow no legal breach.
